Let Phoenix Become Known As the City of Truth

Dear Mayor Stanton and Citizens of the City of Phoenix,

On March 13, 1997, your fair city of Phoenix, Arizona was over flown by a large spacecraft of unknown origin which was under intelligent, but non-human, control. Many of you know this. Your ex-Arizona governor, Fife Symington, has publicly stated his belief that this is so. I am writing this letter to you Mayor Stanton, and to the citizens of Phoenix and the greater Phoenix metropolitan area, to encourage all of you to engage in an orchestrated effort to inform the world of the profound significance of this historical event. I challenge and encourage the city of Phoenix to be the world’s first governmental entity to publicly state to the world that We Are Not Alone. It is time to speak the Truth about this event with the honesty and the transparency that this momentous event deserves. Let Phoenix become known as the City of Truth!

Here in Helena, Montana, this morning’s headline reads “Shooting Outside of Tempe Arizona Nightclub Wounds 13”. We all know that we can do better and we can be better than this. If the citizens of the greater Phoenix metropolitan area will tell the world what you know to be true regarding The Phoenix Lights Incident of March 13, 1997, your Truth will help to re-direct our society and our world toward an “evolution to a new consciousness”.

We cannot know all of the reasons why the city of Phoenix, Arizona was selected as the stage for the obvious public display of that incredible event, popularly known as The Phoenix Lights Incident (TPLI), which occurred over Phoenix on March 13, 1997. What we do know is that the importance of that event, now 15 years later, should rightfully be formally acknowledged through a public statement from Mayor Greg Stanton and from the citizens of Phoenix. It is now fifteen years later and it is time for the Truth to be acknowledged.

Every citizen of Phoenix who personally witnessed the unfolding of the miraculous Phoenix Lights Incident knows in their hearts that what they witnessed that night in the skies over Phoenix could be none other than a magnificent machine, a spacecraft, of non-human origin which was under the guidance of a non-human intelligence. Your previous Arizona governor, Fife Symington, who was also an eyewitness to this amazing event, has courageously stated this very conclusion to the world. I, Richard O’Connor, M. D., Executive Director of Crop Circles Research Foundation, Inc., am writing this letter to Phoenix’s Mayor Greg Stanton, and to the citizens of Phoenix, in order to ask all of you to follow your ex-governor Symington’s leadership and to finally state as one voice, through a formal Declaration of Belief, your long-held but repressed awareness that on the evening of March 13, 1997, over your city of Phoenix, our world was approached and observed by a technologically advanced, highly intelligent extraterrestrial civilization and from that time forward the human race has been offered the unprecedented opportunity to know, for a fact, that we are not alone in the universe.

As a first draft of such a statement, I submit the following Declaration of Belief by the Citizens of Phoenix for your consideration, amendment, and eventual publication:

“Concerning The Phoenix Lights Incident of March 13, 1997: A Declaration of Belief Submitted By the Citizens of Phoenix”.

We, the Citizens of Phoenix, Arizona, USA, after careful consideration and deliberation of all known facts surrounding the event popularly known as The Phoenix Lights Incident (TPLI) which occurred in the skies over the city of Phoenix on March 13, 1997 present to mankind this document, our Declaration of Belief, for its consideration and for its enlightenment. While we are aware that the content of this Declaration of Belief appears to conflict with, and may perhaps falsify, certain current and closely held scientific theories, we also realize that no scientific theory may forever stand sacrosanct in the face of overwhelming evidence which demands its revision, for this principle is at the very root of human scientific progress. Such is the nature of the unique and profound importance of The Phoenix Lights Incident.

On the evening of March 13, 1997, over a period of several hours, thousands of our fellow citizens witnessed a huge, silent, slow moving Unidentified Flying Object (UFO) in the skies over the greater Phoenix metropolitan area which amazed and bewildered all who were fortunate enough to witness this incredible and unprecedented event. Unless and until other facts are forthcoming, those facts which we now know to be true surrounding TPLI lead us to one inescapable conclusion: the craft which was witnessed by our fellow citizens over the Phoenix metropolitan area on the evening of March 13, 1997 was in fact a spacecraft from an unknown place of origin which was not manufactured on planet Earth and which was under a non-human guidance exhibiting intelligent control and behavior. These observations were and continue to be courageously reported by thousands of our fellow citizens who were eyewitnesses to this event. These reports have been diligently pursued through the dedicated research of Lynne D. Kitei, M.D., Jim Delatosso, Francis Barwood, ex-Arizona governor Fife Symington, and many other seekers of truth who have masterfully compiled and analyzed these reports to assemble what is now a very clear composite portrait explaining the true and highly significant nature of The Phoenix Lights Event. We believe that in the interest of human scientific progress, and for the enlightenment of our present and all future generations, it is now time for the world to acknowledge the true significance of the Phoenix Lights Incident. This acknowledgement will rightfully have far-reaching implications for the present and for the future of human civilization on planet Earth.

We submit this Declaration of Belief with our sincere hope that this new awareness will help to move our world down a new path of hope, human unity, and of scientific progress through our now conscious realization that We Are Not Alone in this universe.

Phoenix Mayor Greg Stanton and the citizens of Phoenix invite any other persons to sign this Declaration who, based upon their own analysis of the facts surrounding The Phoenix Lights Incident, or due to their own personal experiences with extraterrestrial persons or extraterrestrial spacecraft at other times in other locations, have come to share with us this same belief that we have experienced Contact with another off-world civilization. Together we can all help each other to know, to understand, and to disseminate the Truth for the betterment of mankind.

The citizens of Phoenix, Arizona, the new City of Truth!
